Some colleagues thought President Mugabe would not do that

This piece of legislation, the Presidential Powers Act, is the centre-piece of the competitive authoritarian regime in Zimbabwe. It has reduced Parliament to the role of an extra in a political drama in which President Mugabe is the omnipresent character.
