There are apparently going to be big rewards for doing well according to these criteria

It seems that universities that want to charge high tuition fees must reach a certain level. Universities will be ranked according to the proportion of students completing their degrees? Universities will be graded by student satisfaction? Employment or postgraduate courses six months after graduation?
