What is Aggregate CPU Frequency and why is it wrong?

Customize a computer from scratch. However, more than almost anything else it ignores the architecture and manufacturing process that was used to produce the CPU. It assumes that programs can make perfect use of all the CPU cores. More than anything else, this is the main problem with aggregate frequency.
