Simple glue the layers in place and then flip it over to glue the ribbons on the back

In 2016 Grandparents Day is celebrated on 11th September in the US and 2nd October here in the UK. To make the largest bottom layer of your paper plate rosettes cut all around the edge of a plate. Finish off your paper plate rosette by taping a safety pin onto the back.
